The author, Pierre Maudet, a wine merchant and former cultivator, states his grievances concerning the present taxing of beverages, including wine - "misery that reigns in almost all vineyards, where wine only finds buyers at prices that barely cover the costs of cultivation." Maudet proposes a change to the law and mentions prior favorable discussions with M. Tourret, minister of Agriculture, on the subject. The author's position was representative of the unrest in the middle merchant class during and immediately following the Revolution of 1848, leading up to the emergence of the short-lived Second French Republic.
